From 22 to 24 February 2017, was held in Cotonou, Republic of Benin, an extraordinary meeting of the Ad hoc Committee of Legal Experts on the APPA reform.
This meeting followed the January, 10th 2017 meeting of the Inter-Ministerial Ad hoc Committee in charge of the reform held in Abidjan, Côte d’Ivoire in order to consider the basic organic texts of the APPA organsintegrating the recommendations of the said meetingof the Inter-Ministerial Committee.
The following Member Countries were represented namely: Angola, Benin, Congo, Côte-d’Ivoire, Niger Nigeria and Chad. Also in attendance, were representatives of the APPA Secretariat and the APPA Fund for Technical Cooperation.
During this meeting, after the presentation by the APPA Secretarial of the main conclusions of the meeting of the Inter-Ministerial Ad hoc Committee in charge of the reform held on January 10th, 2017 in Abidjan in Côte d’Ivoire, the Ad hoc Committee of Legal Experts examined the following draft basic organic texts:
The draft resolutions relative to the adoption and to the implementation of the recommendations and the conclusions of the study relative on the reform of APPA prepared and subjected by the APPA Secretarial did not reviewed by the Ad hoc Committee due to the constraints of time.
The draft Internal Regulations and Staff Regulations prepared submitted by the APPA Fund also was not reviewed by the Ad hoc Committee due to the constraints of time.
Moreover, the Ad hoc Committee of Legal Experts recommended the APPA Secretarial and the APPA Fund to update the texts which did not examined by taking into account the amendments of the draft Statutes and Internal Regulations and transmit them to Member countries for appraisal.
The Ad hoc Committee of Legal Experts recommended all the Member countries should transmit their observations no later than March 17th, 2017.
