The events of the 2016-2017 exercice: 52nd Ordinary Meeting of the Committee of Experts of APPA

The 52nd Ordinary Meeting of the Committee of Experts of APPA was held in Cotonou, Republic of Benin, from the 10th to 13th October 2016.

Prior to this meeting, was held in Cotonou from 3rd to 6th October 2016, the 2nd consultative meeting between APPA and FICHTNER on the study on evaluation of organs, supervisory bodies and others structures of APPA and the reform of the Association.

Ten (10) Member Countries were present, namely: Algeria,Angola,Benin, Cameroon, Chad, Congo, Côte d’Ivoire,Gabon, Niger andNigeria.

Eight (08) Member Countries were not represented:Democratic Republic of Congo, Egypt, Equatorial Guinea, Ghana,Libya,Mauritania, South Africaand Sudan.

The opening ceremony of the 52nd Ordinary Meeting of the Committee of Experts of APPA was chaired by Mr. Franck TIGRI, Deputy Director of Cabinet, representing the Minister of Energy, Water and Mines of the Republic of Benin. He recalled the main items on the agenda and urged the Experts to work objectively in the interest of the Association and to propose pertinent recommendations to the Council of Ministers in a global context marked by the very low level of crude oil prices.

During this mid-term meeting of the 2016/2017 budgetary year, the Experts look into several points in particular:

  • the report of Activities of the Executive Secretary for 2016/2017 fiscal year as of 31st July 2016;
  • the report of the Internal Auditor;
  • the statement on the implementation of Resolutions and Recommendations of the Statutory Meetings of March 2016 in Abuja, Nigeria;
  • the statement on the studies and project of the 8th Programme of Actions;
  • the report on the implementation of the 2016/2017 budget as of 31st July 2016;
  • the vacancy of positions of Group I and II at the APPA Secretariat;
  • the global oil situation.

Regarding the global oil situation, the Committee of Experts recommended:

  • the APPA Secretariat to prepare a note for information of Member Countries to be present at the next Ordinary Session of the Council of Ministers with:
    • Production statistics on OPEC and non-OPEC Member Countries, APPA Member Countries and global production;
    • Developments in the oil sector.
  • Member Countries should develop and transmit their respective oil situation to the APPA Secretariat, no later than one (01) month prior to the Statutory Meetings for compilation;
  • The APPA Secretariat to make available monthly to Member Countries a note on the global oil situation.

The Committee of Experts recommended to the APPA Presidentto make a supporting statement for the initiative taken by OPEC during its extraordinary meeting in Algeria of September 28, 2016 to reduce oil production in view to improve the price of crude oil in the global market.
